Use is not skill

Most organisations can tell you who has a login. Far fewer can tell you who can brief a tool clearly, notice when it is wrong, and decide not to use it.

That difference is the whole point of a capability check. Usage numbers feel comforting because they move quickly. Judgement moves more slowly, and it is what the work actually depends on.

If you are about to buy training, ask a plainer question first. What can people do today, on their own work, that they could not do last month? If the answer is only "they have opened the tool", you do not have a baseline yet.

Shift Nexus starts there. Mindset, capability and ownership, looked at together, before anyone spends money on a course catalogue.
